Richard Celeste was the Democratic governor of Ohio from 1983 to 1991. During his time in office, Celeste raised the state income tax by 90% to provide more funding for education, welfare, and health services, for which Ohio ranked near last in funding at the time. At the start of the COVID-19 pandemic in 2020, Celeste—along with another former Ohio governor, Bob Taft—was appointed as the head of a task force for expanding COVID-19 testing in Ohio.
