Little is know about the image origin, however, United States military ID tags can be seen. The faces of these muscular men have been replaced by Al Gore and Bill Clinton, President and Vice President winning the 1992 and 1996 elections. Clinton faced a number of sexual allegations regarding a female intern, infamously leading to a long court case and many news headlines.
