Additional Information | This button may have been used in a political campaign to promote Otis Bowen. The design of the button was a play on the phrase "bow and arrow." Otis R Bowen (1918-2013) was a doctor by trade. He served two terms as governor of Indiana from 1973 to 1981 and, in 1985, became the first physician appointed as Secretary of Health and Human Services under President Ronald Reagan. Bowen served in the position until he retired in 1989. |
