Sherman Willard Tribbitt served as the 67th Democratic governor of Delaware from 1973-1977 after defeating incumbent Russell W. Peterson. In order to raise revenue for the state and attract new industry, he founded the Delaware Lottery and created the Department of Community Affairs and Economic Development. He sought a second term for governor but was defeated by U.S. Representative Pete du Pont.
